The New Canaan Police Department announced the arrest of Stratford resident James Kelley, 39, who was busted shortly before 2:15 p.m. on March 19 while driving northbound on Old Stamford Road.

Police said that an officer on patrol stopped Kelley for operating his cellphone and driving. While conducting the traffic stop, further investigation determined that Kelley had warrants out for his arrest from the Bridgeport Police Department and Connecticut State Police for undisclosed charges.

Kelley was arrested and charged with second-degree failure to appear for court proceedings. Following arraignment, he was released on $150 bail and is due back in New Canaan Justice Court on April 2 to answer the charges against him regarding each incident.
